Tennessee Business Relief Program
On June 2, 2020, Governor Bill Lee announced the use of federal Coronavirus Relief Funds to assist Tennessee small businesses impacted by the COVID-19 crisis. Governor Lee has directed the Tennessee Department of Revenue to issue business relief payments through the Tennessee Business Relief Program to small businesses for costs incurred as a result of mandatory business closures. The deadline to certify for a relief payment is September 25, 2020. Full program information can be here.

Save Small Business Fund
Applications open today for the Save Small Business Fund, created by the U.S. Chamber of Commerce to offer short-term relief for U.S. businesses which employ between 3-20 people, are located in an economically vulnerable community, and have been harmed financially by the COVID-19 pandemic. Main Street Lending Program
U.S. businesses will be eligible for loans if they meet either of the following conditions:
1. The business has 10,000 employees or fewer; or
2. The business had 2019 revenues of $2.5 billion or less. Loans would have a four-year maturity, and principal and interest payments on the loans will be deferred for one year. Eligible lenders may originate new loans (under MSNLF) or increase the size of (or "upsize") existing loans (under MSELF) made to eligible businesses.
Small Business Administration: Economic Injury Disaster Loan Assistance
The S.B.A. has approved Tennessee’s request for Economic Injury Disaster Loan assistance. Small businesses can now apply for loans up to $2 million to help meet financial obligations and operating expenses. Applicants may apply online, receive additional disaster assistance information and download applications here. Small Business Administration: Paycheck Protection Program - (PPP)
The Paycheck Protection Program is a loan designed to provide a direct incentive for small businesses to keep their workers on the payroll.
The SBA will forgive loans if all employees are kept on the payroll for eight weeks, and the funds are used for payroll costs, interest on mortgages, rent, and utilities (due to likely high subscription, at least 75% of the forgiven amount must have been used for payroll). Loan payments will also be deferred for six months. No collateral or personal guarantees are required. Neither the government nor lenders will charge small businesses any fees.
Forgiveness is based on the employer maintaining or quickly rehiring employees and maintaining salary levels. Forgiveness will be reduced if full-time headcount declines, or if salaries and wages decrease.
Employers can apply through any existing SBA 7(a) lender or through any federally insured depository institution, federally insured credit union, and Farm Credit System institution that is participating. Other regulated lenders will be available to make these loans once they are approved and enrolled in the program. You should consult with your local lender as to whether it is participating in the program.
This loan has a maturity of 2 years and an interest rate of 1%.
The Paycheck Protection Program will be available through June 30, 2020.

Filing unemployment for your employees – Mass Claim
- If your business is reducing hours or closing due to COVID-19, you may expedite the unemployment claim process for your employees by submitting an Employer-Filed Mass Claim. Follow the instructions on the Tennessee Department of Labor & Workforce Development website here: https://www.tn.gov/workforce/covid-19/employers.html.
Filing for unemployment if you are self-employed or a contract worker
- If you are self-employed or a contract worker in TN, you should apply for unemployment now, despite showing no wages. As soon as the federal government provides guidance on Pandemic Unemployment Assistance, TN will start processing those claims and paying benefits. The fastest and most efficient way to file an unemployment claim is to go to www.Jobs4TN.gov. If your employer filed a claim on your behalf, do not file an individual claim. There is also a Job4TN app. If you are uncertain if your employer has filed a claim, call your employer to confirm.
